ROSECRANS GOES TO MISSOURI. . .  THE AMNESTY PROCLAMATION MANUSCRIPT.

The Missouri question has received its settlement. ROSECRANS will be sent to St. Louis and CUETIS to Kansas, displacing EWING. It is doubtful it SCHOFIELD will go to Baltimore as is slightly rumored. It would seem that he is to be laid up.  . . .
 
President LINCOLN's Amnesty Proclamation has been forwarded to Cincinnati for the use of the Western Sanitary Fair. It is interlined and erased all over, showing the various feelings and thoughts of the writer while composing it. It is to be sold at auction.
